hi, what's the difference between 64kbps and 16kbps wma, i can't tell the difference.
Although I could tell the difference only in mp3 formats.

It's the same difference :D
16kbps is 4 times lower audio quality than 64kbps for a given format.
The wma format a low bitrates is of better audio quality than the mp3 format at the same bitrate in general. Naturally none are particularly good, but if a very small file size and low bitrate is what's required and if m3 is not absolutely required, then wma is a better choice.
There are other factors that influence the audio quality, like the frequency. For very low bitrates trying to keep a high frequency results in worse audio quality than at a lower frequency. There are some good combinations and some poor ones, you have to experiment to find the best compromise.
