how do i increase the quality of .rm files as they have bit rate of around 20 kbps and their volume is lot less than other mp3 files so u can't add these tracks with others even if encoded to mp3

You cannot increase the quality of low-bitrate files. You can encode them to higher bitrates, but you will gain nothing except lost space. As for the volume part, the original files must have been like this already.

Get the original recording from which those low bitrate files were encoded or accept that they are of lower quality than others.

Converting to another format is not the problem, but, as LtData said, even if you make them higher bitrate, the audio quality will still be as poor as what you have now, and possibly worse due to extra conversions.
