sounds like your trying to stream the music from your website? if so, dbpoweramp does not support live streaming currently.

First of all can you handle media files at all? can you have mp3 files or wma files there and listen to them?

Is your m3u file properly structured? Not much to do there, really, just put in the urls of the mp3 files - one per line, no punctuation.

You may need to define MIME types to allow m3u files (and then quite possibly other meta-files too). Typically m3u would be a system defined MIME type (using audio/x-mpegurl) but maybe your server doesn't have it by default. You can do this through whataver control panel you have (if tehre's MIME type management) or through an .htaccess file placed in the directory from which you access the m3u file (the format of the .htaccess is rather complex so let's see if this is the problem first - it's dangerous to tinker with .htaccess).

Or your web hosting doesn't allow media files at all (so it's both the m3u and the mp3 files), or doesn't allow media files bigger than, say, 250K.... This is the case with most free web hosting.
