Only Reference can use "Ultra Secure Ripping" and profiles.
Is your account a limited account?

Yes it is...
The only option to rip cds is by chossing "Windows Internal [For limited account]....

So do i need to get the Reference in order to get the "ultra secure ripping", but I already bought the mp3 + amg license... the reason that i did that is for the "upgrades for life" option... any help....

You purchased the PowerPack, which gives you Secure ripping but not the Ultra-Secure ripping. The link Spoon gave above, http://www.dbpoweramp.com/db-versions.htm, describes the differences in the versions.

Is there a way I can change my PowerPack + mp3 license to Reference? Also, how much more would the Reference version tax the system more than the current version I have?

Yes, the process is described here: http://www.dbpoweramp.com/dmc-power-register-upgradePP.htm
