Additional information in ID3 tags, can you edit them?

I have yet to see the 'language' and 'encoded by' tags (theres 2 im talking about the one that comes after the first one) available to edit in dbpoweramp or EAC, is it possible?

No, these two come from the data of the audio or id tag type, it is not text that can be edited.

you can edit the 'encoded by' 'url' 'original artist' tags with winamp. (not the language one though)
