adding - writing silence (DSP)?

Whats the difference between "Adding Silence" and "Writing Silence" in the
DSP's?

"Adding Silence" allows you to add a specified amount of silence at the beginning and/or end of a track.
"Write Silence" allows you to add silence anywhere in a track (I am not entirely sure whether it over-writes audio information or inserts it without over-writing audio information).
