How do I convert a MP3 with a 128 bit rate to one with a higher bitrate? Is there a program I need for this? Thanks for your help

If you have dBpowerAMP installed, right-click on the MP3 and click Convert To>>MP3 (Lame) and drag the slider to a higher bitrate.
Why would you want to do this? Doing the above will just give a larger file and slightly degraded quality. Reconverting a file to a higher bitrate will not achieve more quality since MP3 is lossy and the information/quality you are trying to gain, has already been discarded through the lossy process.
