Can No Longer Convert WAV to MP3

When I click to convert WAV to MP3, I get the following prompt:

The CODEC required to compress [file name] could not be opened.

Does anyone know what this means and how to correct it?

Using which version R11.5 or R12? (you should never see this in r12).
