wish to convert .dss files

Hello,
I could not find any hints, how to convert .dss-files, either to mp3 or wav. . E.g. I have a a Philips device for digital dictation, which records only in .dss-format.
Any hints which software converts this, or can you write a db-.dss-to-wav-plugin?
