Converted mp3s are speeded up

I just installed dbpowerAmp and converted my WAV file to mp3. When I played the result in MediaPlayer the song was speeded up so that a 4 minute song was played in about 2.5 minutes and the singer sounded like a chipmonk! The WAV file is 16 bit, PCM format, frequency 31250. Any ideas as to the problem/solution?

I have posted a response to this in your previous post. Please try not to avoid double-posting (although I realize that Spoon's reply to your earlier post, while informative, may not have provided you with any guidance as to how to try to solve your problem.
